Purpose
The purpose of this RFA is to provide guidance for current contractors to submit continuation applications to the Iowa Department of Health and Human Services (referred to as Agency) to renew service provisions as described by and within the project period established by the RFP #58821018 and RFP #58822007. Services covered by this application include providing core medical and support services to people living with HIV (PLHIV). This program promotes health equity by providing health and support services to low-income Iowans impacted by HIV and by using program data to understand and address disparities in health outcomes among PLHIV.

Can you provide examples of what you have funded or would consider funding under this category? | Iowa Ryan White Part B does not anticipate awarding any funding in the EIS line item for the 2025-2026 grant year since previously funded EIS activities will be funded through the SPOTS grant moving forward. The line item will remain open in case future funding needs arise in this category. |
Nov 4, 2024 3:30 PM | The RFA states that for Mental Health and Oral Health that services must be provided by a "professional licensed or authorized within the state of Iowa to render such services." If a RWPB client receives services licensed in a neighboring state, only licenesed in the neighboring state, is this allowable? | In order for the expense to be allowable, the provider needs to be licensed within the state they are providing services in. Therefore, if an Iowa client is receiving services in a neighboring state, the expense would be allowable if the provider is licensed in that state. As a reminder, services must be provided by an in-network provider unless services could not reasonably be obtained from an in-network provider. An exception to policy must be obtained in order to pay for out-of-network provider costs. |
