Description Purpose
The Iowa Department of Education will provide ARP-HCY funding to public LEAs that meet the following criteria:
Homeless rate of 10% or above
Included in the Governor’s Disaster Proclamations issued on:
April 26th, 2024
April 29th, 2024
May 8th, 2024
May 21st, 2024
May 22nd, 2024
May 24th, 2024
May 28th, 2024
June 3rd, 2024
June 6th, 2024
June 14th, 2024
June 22nd, 2024
June 22nd, 2024
June 23rd, 2024
June 24th, 2024
June 24th, 2024
June 26th, 2024
June 26th, 2024
June 28th, 2024
25% or more of the school community has been impacted by the disaster
These resources may be utilized to reduce the impact of homelessness through the following allowable activities such as:
Providing short-term, emergency housing (including motel/hotel stays) as a last resort when no other resources are available in order to improve attendance and school stability.
The provision of school supplies, including those supplies to be distributed at shelters or temporary housing facilities, or other appropriate locations. Examples of allowable supply purchased include: groceries, clothing, hygiene products, household cleaning supplies, gas cards for the purchase of fuel, etc.
The provision of other extraordinary or emergency assistance needed to enable homeless children and youths to attend school and participate fully in school activities. Examples of allowable activities include : uniform fees, book/registration fees, activity registration fees, supplies designated for school or extracurricular activities, etc.
The adaptation of space and purchase of supplies for any non-school facilities. Examples of allowable purchases include: shelving for the creation of a food pantry/clothing closet, refrigeration units for food pantry, washer and dryer units, cots for emergency shelters, etc.
The provision of referral services to homeless children and youths for medical, dental, mental, and other health services.
If necessary, the payment of fees and other costs associated with tracking, obtaining, and transferring records necessary to enroll homeless children and youths in school, including birth certificates, immunization or other required health records, academic records, guardianship records, and evaluations for special programs or services.
The provision of education and training to the parents and guardians of homeless children and youths about the rights of, and resources available to, such children and youths, and other activities designed to increase the meaningful involvement of parents and guardians of homeless children or youths in the education of such children or youths.
The development of coordination between schools and agencies providing services to homeless children and youths.
