    The Iowa Opioid Treatment and Recovery Infrastructure Grant will assist non-profit and for-profit providers with physical infrastructure and capacity building projects to expand the number of Iowans served by these organizations. The program will make $10 million available to assist opioid treatment and recovery providers with Infrastructure projects, including construction of new facilities and expansion of current facilities and rehabilitation of existing structures. The minimum match is 10% of project budget. To ensure projects are ready to proceed, applicants must document that a minimum of 65% of project funding sources outside of requested program funds are committed. Facility must be within the State of Iowa.

    Eligible costs include: construction costs for materials and labor, acquisition, site development, and engineering and architectural services.

    Ineligible costs include, but are not limited to: furniture, fixtures, equipment, routine maintenance, operational and employee costs.

    Proposed types of infrastructure projects include, but are not limited to:

    · Substance use disorder treatment facilities

    · Recovery community centers

    PROGRAM GUIDELINES

    Eligible Applicants

    Non-profit and for-profit opioid treatment or recovery providers that meet State of Iowa licensure requirements for substance use disorder treatment programs and/or the established certification standards accepted by the State for the service provided are eligible to apply. Applicants are only eligible for submission of a single application. Applicants with multiple infrastructure projects may combine in single application.

    How to Apply

    Applications will be accepted through www.iowagrants.gov beginning July 17, 2024. Applicant must have an account at iowagrants.gov to apply for funding. Additionally, applicants must be registered at SAM.gov | Home to obtain a Unique Entity Identifier (UEI).

    Evaluation of Applications

    Applications to the program are evaluated in two stages:

    Stage 1 – Eligibility Requirements

    IEDA staff will review all applications for eligibility and completeness in collaboration with HHS.

    · Completeness of application

    · 65% of project funding sources outside of this grant request are committed.

    · Applicable licensure requirements met for substance use disorder treatment programs and/or the established certification standards accepted by the State for the service provided.

    · Single application submitted by applicant.

    · Infrastructure investment to be made in the state of Iowa.

    · All required documentation submitted with application

    o Licensure/Certification

    o Community Needs Assessment, specific to the proposed project area population, completed within the last 24 months

    o Sources of Funds documentation

    o Architect/Engineer prepared plans, specs and cost estimate

    o Applicable maps and/or project renderings

    o Most recent 2 years audited financial statements and/or 990’s

    o IRS Determination Letter

    o Certificate of Existence from Iowa Secretary of State

    o Articles of Organization, By-Laws, and List of Officers

    o W-9

    If an applicant fails to meet any eligibility criterion at the time an application is submitted, the application may still be reviewed, but the application will not be forwarded to the scoring committee until all eligibility criteria are met. IEDA reserves the right to request additional information from applicants to evaluate applications.

    Stage 2 – Project Evaluation

    Once eligibility has been established, applications will be shared with an appointed scoring committee. The scoring committee will make funding recommendations to the IEDA Director. The program is designed to assist projects in communities of all sizes. Scores will assess the community size and resources available when assigning a numerical value to the criteria described below.

    Scoring Criteria Factors Include:

    1. Infrastructure Details – Proposed project is shovel ready and able to meet close out deadline of September 30, 2026. Preference for rehabilitation of existing structures due to timelines. (0-20)
    1. Project Purpose – Proposed project must increase the capacity to provide services or must enable recovery or treatment increase to the number of Iowans who can be served. Proposed project demonstrates strong local/regional/statewide impact supported by Community Needs Assessment. (0-30)
    1. Project Financing – Applicants must document that 65% of project funding sources outside of requested program funds are secured and documented. Application details the financial hardship that makes the project infeasible without the State’s assistance. (0-20)
    2. Feasibility – Proposed project demonstrates the ability to remain viable and sustainable after completion. (0-20)
    1. Operational Funding – Additional 5 points for established Medicaid providers. Additional 5 points for established Block Grant providers. (0-10)

    Award Decisions

    Award announcements are anticipated November 2024, with an initial grant performance period through September 30, 2026. In no case will expenditure of funds extend beyond December 31, 2026.

    Post Award

    Program funds are available through Assistance Listing Number 21.027- Coronavirus State and Local Fiscal Recovery Funds awarded by the US Department of Treasury. Entities awarded funding through the Iowa Opioid Treatment and Recovery Infrastructure program will enter into a grant agreement with IEDA as a Subrecipient, a non-federal entity carrying out a federal award on behalf of the State of Iowa under Expenditure Category 6.1 – Revenue Replacement: Provision of Government Services.

    Subrecipients will be subject to compliance and monitoring including, but not limited to, maintaining registration at SAM.gov | Home, providing written conflict-of-interest policy, quarterly reporting, and record retention.

    Restricted Use Covenants will be filed with the County Recorder on the proposed project site(s) for a minimum of 5 years.

    Program funds will be released on a grant to project cost reimbursement ratio as eligible project costs are incurred. Only costs expended after the award date are eligible for reimbursement. IEDA may, but is not required to, disburse a maximum of twenty-five percent (25%) of grant funds in advance of expenditure if IEDA or its contractor has conducted a risk assessment and IEDA has determined that the level of risk is low and that it is necessary and appropriate to advance grant funds.

    Subrecipients must enter into construction contracts by June 30, 2025 and complete proposed project by September 30, 2026.

    Additional Information

    IEDA at its sole discretion reserves the right to reject all applications; to reject individual applications for failure to meet any requirement; to award in part or total, and to waive minor defects and non-compliance. Such a waiver will not modify the program requirements or excuse the applicant from full compliance with program specifications or grant agreement requirements if the grant is awarded. Submission of an application confers no right to an award or to a subsequent grant agreement.

    All application submissions become the property of IEDA.

    The contents of all applications will be in the public domain and will be open to inspection by interested parties subject to exemptions provided in Iowa Code Chapter 22 or other provision of law. The burden shall be on the applicant to identify and justify any legal exemptions to IEDA’s obligations under Chapter 22. Exemptions must be identified at the time the application is submitted.

    IEDA is not obligated to award any grants under this program, to pay any costs incurred by the applicant in the preparation and submission of an application or pay any grant-related costs incurred prior to the approval date. All IEDA decisions are final.
