Description
GENERAL GRANT PROGRAM INFORMATION
The Iowa Department of Public Safety, Office of Drug Control Policy (ODCP), under the Byrne State Crisis Intervention Program (SCIP) Formula Grant Program, provides financial assistance to support a broad range of activities to strengthen community efforts to prevent, respond to, and reduce gun and violent crime in Iowa.
Funding for this solicitation is available through Iowa’s Byrne State Crisis Intervention allocation. Approximately $1,100,000 will be committed through this competitive grant process. Of the SCIP program funds, federal guidelines require a minimum of 40% to be passed through to local jurisdictions.
For purposes of coordinating Iowa’s SCIP initiative, the Director of the ODCP convened the Iowa Crisis Intervention Advisory Board (ICIAB). The ICIAB has identified behavioral health as the top priority area for Iowa’s initial round of SCIP funding awards, with emphasis on youth programming and including both rural and urban communities. Within this priority area, the Board specifically identified the following as potential project responses to implement SCIP gun violence reduction objectives:
· Mental health partnerships,
· Crisis centers,
· Co-responder projects,
· Specialty courts,
· Jail diversion,
· Mobile crisis units,
· Community programs,
· Youth diversion programs,
· Community response to methamphetamine,
· Gun violence intervention,
· Geo-fencing technology, and
· Other innovative behavioral health-related state and local programming.

Funding will be prioritized to projects that employ equitable strategies supporting the broad goals outlined in the 2023 Iowa’s Byrne State Crisis Intervention Strategy

Evidence-Informed and Innovative Programs/Practices
Office of Drug Control Policy places strong emphasis on the use of data and evidence in policy making and programming. Applicants should document and describe, to the extent possible, a data/evidence focused response to particular gun or violent crime problem(s) in their grant application. Applicants are encouraged to propose initiatives that use sound criminal justice principles, and innovation to create strategies that are effective, economical, and sustainable in response to the priorities listed above.
