General InformationThe purpose of the Strengthening Career and Technical Education Education for the 21st Century Act (Perkins V) is to develop more fully the academic and career, and technical skills of secondary and post-secondary students who elect to enroll in career and technical education programs. Funds made available under this Act for career and technical education activities are provided to supplement and supplant non-federal funds expended to carry out career and technical education activities.
Purpose
The funds are to provide supplementary support services for individuals participating in career and technical education programs offered in State correctional institutions. The services assist these individuals in completing career and technical education programs that prepare them for high-skill, high-wage, or high-demand occupations that will lead to self-sufficiency.
Targeted Population
Individuals in State correctional institutions participating in career and technical education programs.
Eligible Recipients
Secondary Corrections Grant:
Iowa Department of Human Services' Iowa State Training School for Boys
Adult Correction Grant:
Iowa Department of Corrections
Funds received by the eligible recipients may be used to secure services from educational agencies that are under contract with the recipient agency to provide career and technical education programs to individuals who are in correctional institutions.
Funding Provisions
Funds reserved for this initiative are allocated between the two sectors. Funds will be allocated based on each eligible correctional institution’s relative proportion of contact hours for students in career and technical programs. In accordance with this guidance, the capacity of each institution was calculated by considering the number of potential contact hours individuals may participate in career and technical education programs and/or services. It did not include the potential contact hours generated by work-related opportunities as this does not meet the definition of "career and technical education program" included in the Perkins V Act.
Through analysis of data provided by the Department of Human Services, it was determined that career and technical education programs conducted by the two agencies generated the following contact hours during the 2022-2023 academic year. The Department of Human Service’s State Training School for Boys offered 24,480 hours of instruction. The Department of Corrections documented that career and technical education programs administered by that agency included 107,773 hours of instruction. A combined total of 132,253 hours.
Based on these data, the funds reserved for corrections for FY24 (2023-2024 academic year) are allocated as follows.
Department of Human Services' Iowa Training School for Boys: 18.51% or $21,376.12
Department of Corrections: 81.49% or $94,108.05Requirements for Reporting and Requesting Reimbursement
The approval and the reimbursement of expenditures are contingent upon the following:
1) the activities being operated in accordance with the action plan;
2) the assurances provided via the application;
3) the rules and regulations per the U.S. Department of Education General Administrative Rules (EDGAR) and the Strengthening Career and Technical Education for the 21st Century Act
4) the submittal of required reports; and
5) the availability of federal funds.All expenditures paid for with grant funds must be incurred during the grant’s funding period of July 1, 2023 through June 30, 2024.
Requests for reimbursement will be made through claim forms provided through the IowaGrants.gov system.
Each quarterly claim request shall include a brief description of activities completed and expenditures incurred as of the date of the request.
