    Purpose

    The purpose of this RFA is to provide guidance for current contractors to submit continuation applications to the Iowa Health and Human Service (referred to as Agency) to renew service provisions as described by and within the project period established by the RFP #5882301.  Services covered by this application include providing the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), which includes the Breastfeeding Peer Counseling Program, at the community level.

    The Agency is actively working to strengthen our capacity to address health inequities in Iowa. Health equity is defined as supporting opportunities for everyone to live the healthiest life possible through the reduction of barriers in environmental, social, economic, and other conditions which impact health.

    Applicants to this RFA will work to eliminate health disparities among communities of color and other population groups with low income or who have historically had less access, power and privilege related to their health needs.

Is the expectation that we completely repeat what our activities and collaboration plans are for 2023 and provide updates regarding them (barriers, successes, etc) ? If so, could the character limit of 20,000 be increased as it is not enough to provide all that information?Progress made with the current (FY 23) outreach activities shall be described. Section 2.03, page 31 describes that information that must be included in this section. It is not required to repeat documentation of FY 23 activities and collaboration plans, but all required information, as described in the RFA, shall be included. The character limit for this section is set at 20,000 characters.
Mar 6, 2023 4:14 PMDoes the WIC Personnel section need to include CPAs from the subcontracted agency in addition to the CPAs that are included from the grant holder agency?The WIC Personnel section should not include CPAs from the subcontracted agency.
Mar 15, 2023 3:47 PMIn the project personnel section, it states to add resumes for required personnel that were not provided in the RFP. We have negotiated the original RFP and added personnel and resumes. Should those who were added after the original RFP was submitted be added to this RFA?All WIC personnel must be documented in the Project Personnel form as described in the RFA. If the current FY 23 grant site contains the most up-to-date resumes for personnel, then it is not required to upload the resume again for the application.
Mar 20, 2023 1:54 PMShould the project personnel form include staff members that are contracted as an individual? Without including them it would show that some positions are vacant. For example: breastfeeding peer counselors or interpreters. If a subcontract is with an individual who will be functioning in a specific role such as a Breastfeeding Peer Counselor, Local Agency Nutrition Coordinator, Local Agency Breastfeeding Coordinator, list them in the Project Personnel section.
Mar 20, 2023 2:18 PMHow would you list an RN who just does anthropometric measurements and hemoglobin screenings? Would these staff members need to be included in the project personnel section?Document the RN as a CPA and describe in the Roles and Responsibilities section their specific roles.
Mar 21, 2023 3:32 PMAre individual subcontracts, greater than $2,000, allowed if the individual has a Tax ID# and subcontracts with multiple other agencies? For example, we have a contract dietitian who has her own Tax ID and also contracts with 8 other facilities. This individual has a business with a company Tax ID. All of her dietitian jobs are on a contract/consulting basis and a 1099 form is provided to her for tax purposes. Does this justify being able to continue contract services with this individual?Subcontracts with individuals in excess of $2,000 are not allowed with the exception of Interpreters. Contracts with organizations in excess of $2,000 are allowed. A subcontractor’s IRS tax status is identified on their W-9 form.
