Purpose

The purpose of this RFA is to provide guidance for current contractors to submit continuation applications to the Iowa Department of Public Health (referred to as Department) to renew service provisions as described by and within the project period established by the Request for Proposal       #58818015. Services covered by this application include an integrated provider network for delivery of comprehensive and high quality substance use disorder and problem gambling prevention and treatment services.

The Department is actively working to strengthen capacity to address health inequities in Iowa. Health equity is defined as the attainment of the highest possible level of health for all people by achieving the environmental, social, economic and other conditions in which all people have the opportunity to attain their highest possible level of health. 

For prevention efforts, this grant promotes health equity through the Strategic Prevention Framework model and its guiding principle step Cultural Competency which adheres to and promotes 15 Cultural and Linguistic Appropriate Service (CLAS) Standards. Use of CLAS is a way to improve the quality of services provided to all individuals, which will ultimately help reduce health disparities and achieve health equity.

For treatment efforts, this grant promotes health equity through expanding access to services for individuals and families with incomes at or below 200% of the Federal Poverty Guidelines as published by the U.S. Department of Health and Human Services, and those individuals not insured or for services in which third party payment is not available to pay for services.

04/20/2022 For service areas with more than one provider - are we to submit a joint application or is each provider to submit an individual application? Each contractor must submit an individual application through the Request for Application (RFA) process regardless if there is more than one contractor in the IPN Service Area and/or they applied as a joint applicant through the Request for Proposal (RFP).
05/03/2022 Should we list the prevention staff person who is funded under the supplemental funding in the key personnel for this FY23RFA since they are working on the prevention workplan for this RFA as that was part of criteria for the COVID supplemental funding? Although the Prevention Specialist funded under the COVID-19 Supplement is tasked with working on the Substance Abuse and Problem Gambling Integrated Provider Network (IPN) Prevention Services work plan, only the personnel funded directly under the IPN grant should be listed in its personnel component in IowaGrants.
05/05/2022 Substance Use Disorder Outpatient Treatment & Problem Gambling Outpatient Treatment - What is the process to receive reimbursement for transportation claims? Is there an established receipt form for documentation? For Substance Use Disorder and Problem Gambling Outpatient Treatment, transportation as a form of Recovery Support Services (RSS) is supported in the form of gas cards and/or bus passes given directly to the patient for the purpose of transportation to and from an activity related to the patientís treatment plan or recovery plan.

In order to receive reimbursement for this form of RSS, the contractor must have budgeted for transportation expenses within IowaGrants, must provide supporting documentation which shows the value of the gas card or bus pass (ie: a receipt), and verification that the patient received it (ie: patientís signature). This service is to be billed under the following IBHRS Service Procedure Code: IA350 (See Appendix O: IPN Provider Manual April 2022).
05/05/2022 Regarding covered services - the unit rate table has engagement under services for persons who are not patients. Is engagement/re-engagement also available for individuals who are patients? Yes, Engagement is currently a reimbursable service for persons who are or are not patients. Engagement will be added as a reimbursable service within the ďOther Covered Services for PatientsĒ Unit Rate Table after July 1st, 2022. You may submit an exception request to receive reimbursement for this service prior to July 1, 2022.
05/05/2022 Please clarify on page 22 "Contractors experiencing under-utilization of their Outpatient Treatment Covered Services budget can submit a request to the Department through IowaGrants correspondence to redirect up to 10% of their total Outpatient Treatment Covered Services budget for local health promotion activities under Network Support. Requests must include an updated Network Support Work Plan that includes the scope and expected outcome of each proposed activity." Does this mean 10% of OP treatment budget could be moved in to (increase the amount available under) network support where those funds could then be used for health promotion activities. IE - If an agency had $50,000 for Network Support and $100,000 for OP Treatment, $10,000 could be moved from OP Treatment and there would be $60,000 in Network Support, using the $10,000 for health promotion activities (after updated/approved network support work plan)? Yes, that is correct. Contractors must submit a request that includes an updated Network Support Work Plan for Department approval. These reallocated funds may only be used for Health Promotion activities under Network Support.
05/05/2022 Problem Gambling Outpatient Treatment - There is request that a separate workplan for outreach is submitted if that is to be used for Gambling Program outreach. How should this be submitted? Page 11 of the Integrated Provider Network Provider Manual (April 2022) states the Problem Gambling Community Outreach Plan is to be submitted via the Correspondence component of IowaGrants. This Outreach Plan will need to be submitted annually for Department review and approval. Applicants will summarize their Problem Gambling Community Outreach Plan in the Outpatient Treatment - Problem Gambling Work Plan component.
