Purpose

The purpose of this Request for Proposal (RFP) # 58823009 is to solicit applications that will enable the Iowa Department of Public Health (referred to as Department) to select the most qualified applicant to provide statewide media, marketing, and advertising services for a variety of programs within the Department.

04/08/2022 Is there an incumbent marketing agency? If so, is the incumbent marketing agency participating in this RFP process? Is there a preference towards an in-state marketing firm? Why have you put out an RFP at this time? Do you have existing brand guidelines? If so, may we review them? What has been your biggest challenge(s) as it relates to IDPH marketing efforts? Yes, there is an incumbent marketing agency and we are unsure if they are participating in the RFP process.

Location of the chosen firm is not part of the scoring criteria. Refer to the Draft Scoring Tool included in this opportunity for additional information.

This RFP is available at this time as our current contract will end on June 30, 2022. Refer to the Draft Contract included in this opportunity for additional information.

Currently, the Department does not have established brand guidelines except for the use of our logo (and logo variations). We anticipate that within the year, this will change as the Iowa Department of Public Health and the Iowa Department of Human Services become one agency.

The biggest challenge for the department’s efforts would be creating consistent messaging that is shared throughout all the bureaus within the department and the ability to share this messaging and the related resources to Iowans in all areas of the state.
04/11/2022 For the samples as referenced on Page 27 of the RFP under Work Samples and Demonstrated Costs, is the department looking for the provided cost to reflect the overall campaign, the individual piece of collateral, or both? The Department is looking for both the overall costs and the costs related to each individual deliverable that corresponds with the provided campaign samples. Refer to the Draft Score Tool for additional information.
04/11/2022 For the samples as referenced on Page 27 of the RFP under Work Samples and Demonstrated Costs, the RFP says applicants may submit up to 5 samples. Would a campaign that has multiple pieces of collateral serve as a sample, or does this mean that each item itself is one sample? Each sample should demonstrate a completed campaign and include multiple deliverables per sample.
04/11/2022 Regarding the Marketing and Advertising Work Plan Form referenced on Page 27 of the RFP, are proposal documents permitted in the upload function required to be submitted in a specific format (Word, PDF)? Documents can be submitted in any format the applicant chooses. All formats will be visible to the Department.
04/11/2022 Regarding the Marketing and Advertising Work Plan Form referenced on Page 27 of the RFP, are images allowed within submission documents, and if so, how does this impact character restrictions? Yes, images are allowed for the submission of documents. There is an option to either upload documents/images or use the text box. Please use the upload option for all images.
04/11/2022 Can you provide more insight on your current digital marketing efforts, including paid social media and paid search campaigns? Digital marketing efforts are dependent on the goals and budget of the campaigns needed by the programs within the Department. Campaigns are often a collection of tactics that include social media, programmatic banners, influencer marketing, paid search and others. In FY 21, $99,994 of the budget was related to paid search campaigns while $343,780 involved paid social media.
04/11/2022 What amount within the marketing budget is allocated to media spend? (aka the pass-through costs an agency uses to buy and manage digital ads on Google/Facebook/other platforms on behalf of a client) Campaign budgets come from state, federal, and other sources as funding becomes available it is distributed to programs throughout the year.
04/11/2022 What level of involvement do community partners have with promoting IDPH's news and information? The level of involvement from community partners promoting the Department’s news and information varies depending on the program area.
04/11/2022 What is the current line-item budget for traditional media buys? The budget for media buys is determined on a per campaign basis which is dependent on funding available to the program requesting the campaign.
04/11/2022 And can you describe your current level of involvement with traditional media buys? All media buys take place through our current contracted vendors and media buys are collaboratively established.

04/11/2022 Section 1.05, Para. 2 references the historic average funding of $3.6M and in Section 2.01 Para. it references $6M in SY 21. Is there an Independent Governement Estimate (IGE) or overall Not to Exceed (NTE) budget for this requirement? No, there is not.
04/11/2022 Can this requirement be completed 100% remotely? If not, what is the average number of site visits? Yes, this work can be completed 100% remotely.

04/11/2022 Will the Notice to Proceed (NTP) be issued at time of award? If not, what is the estimated timeframe in which it will be issued? 04/28/2022 On page 21 under Digital Marketing - will the chosen firm(s) be directly responsible for IDPH social media accounts? The chosen firm(s) will be responsible for creating and posting social media deliverables that are agreed upon by the Department and will be responsible for some but not all of the Department’s paid social media. The chosen firm(s) will not be responsible for the day-to-day maintenance of IDPH social media accounts.
04/28/2022 On page 21 under Digital Marketing, will chosen firm(s) have access to IDPH website and/or social media accounts to evaluate analytics in order to provide recommendations? Or is this section referring to managing, reviewing and recommending changes or new opportunities to marketing campaigns? Yes, chosen firm(s) will have access to the IDPH website and social media accounts to review analytics and make necessary changes/additions. This section is referring to the elements in which the Department will need the chosen firm(s) to provide if needed for a campaign.
04/29/2022 Under Work Samples on page 27 it says samples cannot be associated with the Department. Is PrEP Iowa considered “Associated with” IDPH? Or can PrEP Iowa be used as a sample? Yes, this program is associated with the Iowa Department of Public Health and cannot be used as a sample.
04/29/2022 In the application form section Business Organization & Application Certification & Conditions, it states that an Executive Director (ED) or Chief Executive Officer (CEO) must be listed and electronically sign. Our company does not have ED titles and our CEO would not be directly overseeing project due to company scope. Would a Senior Vice President (SVP) title be acceptable? The SVP is an Authorized Official and would be overseeing and directly involved in the project. The person that is the most senior in the organization that would be signing all contract amendments and overseeing projects should be listed in this area.
05/03/2022 In reference to the Subject project for IDPH, the Q&A issued stated Location of the chosen firm is not part of the scoring criteria. Refer to the Draft Scoring Tool included in this opportunity for additional information.” Also, in Section 1.03 of the RFP criteria, under Eligibility Criteria, it states, “ Eligible Applicants Organizations considered for-profit or not-for-profit with experience in media, marketing, and advertising are eligible to submit an application in accordance with this RFP.” QUESTION: We have begun the application process and it has required fields (below) reflecting which Districts to choose from and that are involved in this process. What map location should we utilize? I appreciate your time. This is a statewide project so identifying a district is not required. Statewide should be highlighted.
