Yes, there is an incumbent marketing agency and we are unsure if they are participating in the RFP process.

This RFP is available at this time as our current contract will end on June 30, 2022. Refer to the Draft Contract included in this opportunity for additional information.
Currently, the Department does not have established brand guidelines except for the use of our logo (and logo variations). We anticipate that within the year, this will change as the Iowa Department of Public Health and the Iowa Department of Human Services become one agency.
The biggest challenge for the department’s efforts would be creating consistent messaging that is shared throughout all the bureaus within the department and the ability to share this messaging and the related resources to Iowans in all areas of the state. |

The Department is looking for both the overall costs and the costs related to each individual deliverable that corresponds with the provided campaign samples. Refer to the Draft Score Tool for additional information. |

For the samples as referenced on Page 27 of the RFP under Work Samples and Demonstrated Costs, the RFP says applicants may submit up to 5 samples. Would a campaign that has multiple pieces of collateral serve as a sample, or does this mean that each item itself is one sample? |
Each sample should demonstrate a completed campaign and include multiple deliverables per sample. |

Documents can be submitted in any format the applicant chooses. All formats will be visible to the Department. |

Yes, images are allowed for the submission of documents. There is an option to either upload documents/images or use the text box. Please use the upload option for all images. |

Can you provide more insight on your current digital marketing efforts, including paid social media and paid search campaigns? |
Digital marketing efforts are dependent on the goals and budget of the campaigns needed by the programs within the Department. Campaigns are often a collection of tactics that include social media, programmatic banners, influencer marketing, paid search and others. In FY 21, $99,994 of the budget was related to paid search campaigns while $343,780 involved paid social media. |

The chosen firm(s) will be responsible for creating and posting social media deliverables that are agreed upon by the Department and will be responsible for some but not all of the Department’s paid social media. The chosen firm(s) will not be responsible for the day-to-day maintenance of IDPH social media accounts.

Yes, chosen firm(s) will have access to the IDPH website and social media accounts to review analytics and make necessary changes/additions. This section is referring to the elements in which the Department will need the chosen firm(s) to provide if needed for a campaign.

Under Work Samples on page 27 it says samples cannot be associated with the Department. Is PrEP Iowa considered “Associated with” IDPH? Or can PrEP Iowa be used as a sample? |
Yes, this program is associated with the Iowa Department of Public Health and cannot be used as a sample.

In the application form section Business Organization & Application Certification & Conditions, it states that an Executive Director (ED) or Chief Executive Officer (CEO) must be listed and electronically sign. Our company does not have ED titles and our CEO would not be directly overseeing project due to company scope. Would a Senior Vice President (SVP) title be acceptable? The SVP is an Authorized Official and would be overseeing and directly involved in the project. |
The person that is the most senior in the organization that would be signing all contract amendments and overseeing projects should be listed in this area.

Refer to the Draft Scoring Tool included in this opportunity for additional information.” Also, in Section 1.03 of the RFP criteria, under Eligibility Criteria, it states, “ Eligible Applicants Organizations considered for-profit or not-for-profit with experience in media, marketing, and advertising are eligible to submit an application in accordance with this RFP.” QUESTION: We have begun the application process and it has required fields (below) reflecting which Districts to choose from and that are involved in this process. What map location should we utilize? I appreciate your time. |
This is a statewide project so identifying a district is not required. Statewide should be highlighted. |
