Purpose

The purpose of this Request for Proposal (RFP) #58822025 is to solicit applications that will enable the Iowa Department of Public Health (referred to as Department) to select the most qualified applicant to provide services to victims of sex offenses and provide sex offense prevention services aligned with the CDC’s Preventive Health & Health Services (PHHS) Block Grant program. The goal of the PHHS Block Grant is to provide states with flexibility to address priority health needs in innovative and locally defined ways. The program gives grantees the flexibility and control to use funds to respond to rapidly emerging health issues and to fill funding gaps in programs that deal with leading causes of death and disability.

12/22/2021 In section 2.01, Goals and Objectives of the program, page 19-20: Are all of the goals and objectives listed in this section mandatory required activities that must appear in the application, or are they meant to serve as examples of what the goals and objectives section of the application could look like? All goals and objectives listed are required activities for RFP 58822025, and should be reflected in the application.
12/22/2021 In section 2.02, Description of Work and Services, pages 20-21, section A: Must the application include goals and activities related to all of the listed populations, or can the applicant choose one or two areas of focus? Applicants must prioritize at least one group listed; however, do not have to focus on all priority populations.
12/22/2021 In section 2.02, Description of Work and Services, pages 20-21, section C: Should applicants budget for translation of these 12 materials into English for review and approval by the Department, or will they be able to be reviewed in Spanish? The Department will be able to review Spanish language products, thus budgeting for translation into English is not necessary.
12/22/2021 In section 2.02, Description of Work and Services, pages 20-21, section D: Will this required component be open to modification pending the hire of the Sexual Assault Forensic Response Coordinator in the Attorney General’s Office? Yes, all sections within the Description of Work and Services are open to modifications or amendments. However, applicants should plan their submissions based on the Description of Work and Services as outlined in the RFP.
12/22/2021 In section 2.02, Description of Work and Services, pages 20-21, overall question: Is there any additional required focus of work (for example, FY21’s focus on adolescents) that applicants should be aware of? No, the required focus of work is outlined within the RFP. No additional focus areas will be required unless there are changes to Healthy People 2030.
12/22/2021 In section 2.04, Budget, page 21, Line item Budget: Given that “Applicants will demonstrate a budget adequate to support the work of the application…” but the amount available for granting may not be enough to adequately cover all of the minimum required activities, how should applicants reconcile or prioritize the budget? Applicants should describe modifications to the minimum requirements within the work plan for areas the budget will not support.
12/22/2021 In section 2.04, Budget, pages 21-23, overall question: If an applicant is applying for both the Victim Services and Prevention funds, should two separate budgets be submitted, each totaling $32,013, or should applicants submit one budget totaling $64,026.? Applicants applying for both the Victim Servicers and Prevention funds should complete two applications - one application specific to Victim Servicers and one application specific to Prevention funds.
