Purpose

The purpose of this Request for Proposal (RFP) # 58822014 is to solicit applications that will enable the Iowa Department of Public Health (referred to as Department) to select the most qualified applicant to provide psychiatry training to increase access to mental health care services by expanding the mental health workforce via training of additional physician assistants and nurse practitioners (PA/NP Psychiatry Training Program). This project is based on 2021 Iowa Acts House File 891 section 4 “Community Capacity” Item k.

07/21/2021 Should the budget and timeline be for the entire project period (Oct. 2021-June 2025) or contract period (Oct. 2021-June 2022) only? The budget and timeline should reflect each year’s anticipated cost and timeline expectations with an overall total for the entire Project Period of October 1, 2021 - June 30, 2025.
07/21/2021 Students have their choice of training sites based on their own location, so some training sites may remain unoccupied. Should we just list all available site locations that have historically been used? Yes, Applicants should list all sites involved in the provision of services under this application.
07/21/2021 Would food costs related to recruiting events (refreshments/lunch for prospective students) be allowable under the grant (as part of recruiting tools > events in the budget)? No, food costs related to recruiting events are not allowable.
07/21/2021 Is providing students with funds they can put towards tuition allowable? Would stipends such as these be considered “incentives” under “recruiting tools” in the budget? Yes, tuition assistance can be considered as an allowable Stipend expense. Stipends may be considered as an incentive to enhance recruitment.

07/29/2021 What is meant by “site type” under the PA/NP Psychiatry Training Program Location form? Should this be inpatient vs outpatient or hospital vs clinic or something else entirely (RFP Section 3/Page 23)? The “site type” in the PA/NP Psychiatry Training Program Location Form should describe the type of facility that the training/program will be conducted such as: Inpatient, outpatient, hospital, clinic. This form requires identification of the location(s) of the applicant’s worksite or other locations involved in provision of services under this application. The applicant shall address and describe where and which services will be provided in the locations.
07/29/2021 Under Background and Demonstrated Experience it asks us to “upload program accreditation certificates.” Do you only want certificates or would you prefer certification letters or both (RFP Section 3/Page 22)? Either item is acceptable.
07/29/2021 Would costs for promotional items (such as a coffee cup) be allowable under the grant in order to distribute to prospective students as part of recruiting events? Would this be considered a recruitment tool (RFP Section 2/Page 23)? Recruitment Tools may include items directly related to activities identified to enhance recruitment of students relevant to this RFP.
