Purpose

The purpose of this Request for Proposal (RFP) # 58822001s to solicit applications that will enable the Iowa Department of Public Health (referred to as Department) to select the most qualified applicant to provide effective tobacco control initiatives and activities that have outcomes focused on policy or systems change and that are consistent with the initiatives recommended by the Centers for Disease Control and Prevention (CDC).

11/20/2020 What different information is wanted in the "Detail the rationale for the existence of the proposed program or policy." compared to "Describe the positive impact expected from this project."? "Detail the rationale for the existence of the proposed program or policy." - this question pertains to why the program is needed, using data to determine the need. "Describe the positive impact expected from this project." - this question is in relation to the positive outcomes that are intended to happen from this program being implemented, using data to provide metrics.
12/01/2020 "Detail the rationale for the existence of the proposed program or policy." section of the Minority Impact Statement, appears to be limited to only about 50 characters. Could this be expanded? The Minority Impact Form is a required Department of Management (DOM) form. We cannot do anything to that form.
12/02/2020 RFP page 24 under Required Trainings - will the annual tobacco control conference be in person or virtual? We recommend planning for the annual tobacco control conference to be held in person if the COVID Pandemic has subsided. If it has not it will be held virtually. The annual conference is always held in the fall, so if it were to be held virtually this still gives plenty of time to move funds budgeted for an in person event to fit someplace else in the budget.
12/08/2020 RFP page 21- Goal 2- 2nd & 3rd target area options: Will you please define the difference between mental health facilities and behavioral health facilities? For the purposes of this grant you can treat either of the target areas the same. This will only affect TUPCís reporting to the CDC.
12/08/2020 RFP page 22- Goal 3- If we choose the first target area, will there be data collected from Quitline that can tell us the success of My Life My Quit referrals? Yes, there is data collected for My Life My Quit participants at the county level. At this time, because of data release policies, the data cannot be posted on a public forum because it does not meet the minimum requirements. Similar to the pregnancy Quitline program, the contractor can request the county level data from their community health consultant for reporting purposes.
12/08/2020 RFP page 22- Goal 3- If we choose the third or fifth target areas, will there be data collected from Quitline that can tell us the number of referrals for pregnant and behavioral health clients. Yes. Depending upon the amount of participants we may or may not be able to publicly post the data. In that case the contractor can request the county level data from their community health consultant for reporting purposes.
12/08/2020 RFP page 23- Goal 4, Activity 1- Will the IDPH Partnership Assessment Tool be available to be complete by the beginning of the grant year? Yes. The partnership assessment tool is ready.
12/08/2020 Will the I-STEP Summit be in person or virtual? We recommend planning for the ISTEP Summit to be held in person if the COVID Pandemic has subsided. If the pandemic has not subsided, it will be held virtually.
