The purpose of this Request for Proposal (RFP) #58821010 is to solicit applications that will enable the Iowa Department of Public Health (referred to as Department) to select the most qualified applicant to provide a well-structured integrated modular data management system (referred to as IBHRS (Iowa Behavioral Health Reporting System) that will collect essential data for the Department and minimize data reporting requirements for Iowa’s substance use disorder and problem gambling treatment Providers (Providers). The successful applicant will provide the resources for the full project life cycle including but not limited to: 

  • Architecture Design 

  • Project Management 

  • Requirements Gathering 

  • Gap Analysis 

  • Configuration Testing

  • Training throughout to Post Go-live 

  • Ongoing Support to meet current and future data collection requirements and reporting needs (federal, state, county, local and general public) 

Proposals will need to meet, conform and comply with the business requirements outlined in section 2.02 Description of Work and Services. 

The Department currently has an IBHRS provided through a contracted vendor. Refer to section 2 for details regarding current system status and system requirements and timeline.

07/15/2020 Section A3 (Milestones, Deliverables, Project Plan), Objective 1, requires the IBHRS production environment will be available by March 31, 2021. However, Objective 3.2 (Final Testing and Implementation) states ‘The successful applicant will fully implement the IBHRS on the applicant’s production services…’ by June 30, 2021. Can the Department describe the difference between production environment delivery expectations on March 31st and June 30th? ●Goal 1: The IBHRS production environment will be available by March 31, 2021:

○ With respect to the IBHRS production environment, user acceptance testing will include the validation of at least one Provider who is wishing to submit data from their EHR.

● Goal 3: Providers/Department Certification, Final Testing and Implementation by June 30, 2021:

○For all Providers wishing to submit from their EHR, Vendor will have a process to certify/approve that they have met submission requirements and will be required to provide a certification plan during the Applicant’s Phase III demonstration if applicable.

○All Providers must have the capability to submit/transfer data from their EHR to the IBHRS by June 30, 2021
