Purpose

The purpose of this Request for Proposal (RFP) # 58821004 is to solicit applications that will enable the Iowa Department of Public Health (referred to as Department) to select the most qualified applicant to provide evidence-based home visiting services utilizing the Healthy Families America model, locally known as Healthy Opportunities for Parents to Experience Success - Healthy Families Iowa (HOPES - HFI). This program promotes health equity through providing parenting education to families to assure families with children ages prenatally through three years of age to achieve the highest possible success and outcomes.

03/16/2020 Can an applicant submit for multiple service areas? Thus, can an applicant submit one application for several counties? Yes, an applicant is able to submit one application for multiple service areas. When completing the application in www.IowaGrants.gov, applicants are able to add more than one service area under the form labeled HOPES HFI Planned Capacity. Additional information regarding this can be located in section 3.02 Application Forms under the title “HOPES HFI Planned Capacity”.
03/16/2020 Is it possible to extend the contract application deadline due to the CoronaVirus? Or is it possible to extend the current contracts for a period of time? No. At this time, we do not anticipate there will be any delays in this funding opportunity. Applicant’s should continue to follow the Schedule of Important Dates listed in Section 1.06.
03/16/2020 This grant has historically required match funding but it appears that language regarding a match requirement has not been included in this RFP. • Will match dollars be required to qualify for this funding? No, match dollars are not required for this funding opportunity.
03/16/2020 Section 1.14 states that applicants may submit only one application for a service area. • Are applicants allowed to request services in more than one of the identified service areas? • If yes, must separate applications be submitted for each service area requested? • If applicants are allowed to request services in more than one identified service area, must the service areas be contiguous counties? Yes, applicants are able to submit one application for multiple service areas in a single application. When completing the application in www.IowaGrants.gov, applicants are able to add more than one service area under the form labeled HOPES HFI Planned Capacity. Additional information regarding this can be located in section 3.02 Application Forms under the title “HOPES HFI Planned Capacity”. The service area does not need to be contiguous counties. A list of eligible service areas can be located in Section 1.04 Service Delivery Area.
03/16/2020 Section 1.05 states that a program can apply for a minimum of 15 slots and a maximum of 129 slots, based on program need. • If an applicant requests multiple service areas (counties) can a capacity of less than 15 be requested in one county if the total capacity requested across the proposed service area, comprised of multiple counties, is between 15 and 129 slots? No, a capacity minimum of 15 is required for each service area that applicants are applying to serve. Additional information regarding capacity and slot numbers can be located in Section 1.05 titled Available Funds.
03/16/2020 With respect to the recent COVID-19 spread in Iowa, will the Department consider extending the due date of this application?
