The purpose of this RFA is to provide guidance for current contractors to submit continuation applications to the Iowa Department of Public Health (referred to as Department) to renew service provision as described by and within the project period established by the RFP #58817019. Services covered by this application include providing care and support services to people living with HIV (PLWH).

12/07/2019 Are the totals in the funding table attachment an annual or 6 month budget? The totals in the funding table attachment reflect an annual budget.
12/16/2019 Regarding Capacity Building, will there be Disrupting Racism meetings during this grant cycle that should be included in the grant? If so, which time period should be used? It is anticipated that there will be Disrupting Racism meetings as part of the Ending the HIV Epidemic planning process. However, it is unclear how many and how often. Contracts can be amended later when more information is known.
12/23/2019 Can you please confirm that yes, we can ask for more than the allotted amount in a particular line item if we're taking from another line item w/ the same color (funding source)? Also, we would need to provide a budget justification in the budget narrative re: why we asked for more than allotted and what line item we took additional funding from? You may request to move money around within budget line items, regardless of the color (or funding source). Any movement of money must be strongly justified in the budget narrative, including which line item the money is being moved to and from. For example, if you are moving money from Emergency Financial Assistance (EFA) to Housing Services, the budget narratives should include information on why additional funds are needed for Housing Services and why fewer funds are needed for EFA.
01/06/2020 Can you please confirm # of days and times of MCM Certification and ECM training so accurate lodging needs can be budgeted, as able? MCM Certification is scheduled for June 16-17, 2020. This will be a full two-day training. ECM System training is scheduled for August 4, 2020 from 10:00am-5:30pm and August 5 from 8:00am-4:00pm. If you are required to travel over 2 hours for this training, you may request an additional day of lodging for August 3, 2020.
