   Purpose

The purpose of this Request for Proposal (RFP) # 58820009 is to solicit applications that will enable the Iowa Department of Public Health (referred to as Department) to select the most qualified applicant to provide Corrections Liaison services under the State Opioid Response grant (SOR-CL).

This program promotes health equity through building the capacity of community services programs (Department of Corrections, health systems, etc.) to increase services and expand access to care for individuals with opioid use disorder.

10/02/2019 On Page 5, Section 1.04 Service Delivery Area is defined as the numbered areas on the Integrated Provider Network Map.Is it required that services be provided in every county within the Service Area? It is the intention of the department that any person who qualifies for services will be able to access them regardless of where the person lives. While services are not required to be provided in every county, program design should take into consideration potential obstacles to access that are common and address these issues. Applicants shall explain how access to services will be open to those who are eligible.
10/21/2019 On page 5, Section 1.05 Available Funds, indicates the total amount of each award is $150,000 for the 10-month budget period (12/1/19-9/29/20). When entering the budget information into the Standard Line Item Budget section should we only include funds requested for the initial 10-month budget period (12/1/19-9/29/20) or include the full project period budget (12/1/19-9/29/25)? Is there a specific location in the application where we can attach the full project period budget (12/1/19-9/29/25)? Per RFP Section 1.05, Total Available Funds - the funds available are for the projected 10-month contract term from December 1, 2019 through September 29, 2020. Only the budget for the contract term should be entered into the Standard Line Item Budget. If an applicant chooses to provide proposed budget information for additional years, this may be included in the needs assessment section.
10/21/2019 On Page 5, Section 1.05 Available Funds, indicates the total amount of each award is $150,000 for the 10-month budget period (12/1/19-9/29/20). For the remaining project period (9/30/20-9/29/25) will the amount of the award increase to $180,000 per year ($150,000/10 months = $15,000/month x 12 months = $180,000)? Or will it remain at $150,000 per year? Future funding amounts are not confirmed. The department anticipates that similar funding amounts would be provided in future years if funds are available.
