1.01     Purpose

The purpose of this Request for Proposal (RFP) # 58820010 is to solicit applications that will enable the Iowa Department of Public Health (referred to as Department) to select the most qualified applicant to provide cervical cancer screening, cervical cancer diagnostic services and Human Papilloma Virus (HPV) immunization services to low-income, underinsured or uninsured persons who are ages 19-26, earn less than 300% of the Federal Poverty Level and have no other means to pay for these services. Only persons who have a cervix may be provided cervical cancer screening and diagnostic services. HPV immunizations may be provided to any person who meets the eligibility requirements of income level, insurance status, and age. 
   

The Department is actively working to strengthen its capacity to address health inequities in Iowa. Health equity is defined as the attainment of the highest possible level of health for all people by achieving the environmental, social, economic and other conditions in which all people have the opportunity to attain their highest possible level of health. This program promotes health equity through reduction of economic barriers to obtaining cervical cancer screening, cervical cancer diagnostic services, and Human Papilloma Virus immunization for persons 19-26 years of age in Iowa.

09/09/2019 Page 19- 2.02 Description of Work and Services (1st paragraph) – it states the anticipated total # of people served in initial 6 months is 237 and 400 in the subsequent 12 months. Is this per program or statewide? The program with current funding for the first six months has capacity to serve 237 persons in total. The Department anticipates funding for the subsequent 12-month period to provide services to 400 persons in total.
09/09/2019 Page 21 – Core Service 2: Provider Recruitment and Education – is their funding available to support staff time for these services? This could take a lot of time since it’s a new program. This program uses a fee-for-service reimbursement plan. The budget includes $75 per participant served. Reimbursement of screening and preventive services delivered to the participants is paid through a separate mechanism and the expenses are not included in the $75 per participant. No additional funding is provided specifically for Core Service 2.
09/09/2019 Page 21 – Staffing or Personnel Requirements – it states it must be an Iowa licensed medical or nurse provider who serves at Program Coordinator. Does this include ARNP, RN and LPN? Yes, for this funding opportunity, Iowa licensed nurse providers include ARNP, RN, and LPN.
09/09/2019 Is the HPV vaccine and administration a reimbursable services for the client if they do not have insurance coverage? Refer to Attachment I: Current Year Cervical Cancer Screening Program Service Reimbursement Schedule for information on HPV vaccine and administration reimbursable services. These services are included as reimbursable services. In order to be reimbursed for these services, the entity providing the services must engage in a fully-executed Iowa Cervical Cancer Screening Program Cooperative Agreement and Service Facility Application.
