Excerpts from the RFP:

1.01     Purpose

The purpose of this Request for Proposal (RFP) #58820008 is to solicit applications that will enable the Iowa Department of Public Health (referred to as Department) to select the most qualified applicant to facilitate and execute a strategic visioning and comprehensive planning process for Iowa’s healthcare workforce. 

The Department is actively working to strengthen our capacity to address health inequities in Iowa. Health equity is defined as the attainment of the highest possible level of health for all people by achieving the environmental, social, economic and other conditions in which all people have the opportunity to attain their highest possible level of health. This project will create a strategic plan focusing on Iowa’s healthcare workforce which will take special consideration to address health equity. 

1.02     Project Period and Contract Term

The project period shall be from November 1, 2019 to June 30, 2022.  

The Department expects the initial contract period to be an eight month term from November 1, 2019 to June 30, 2020. The Department shall have the option to renew the contract at its sole discretion for up to two additional one (1) year terms subject to review of the continuation application, contractor performance and compliance with the terms and conditions of the contract, availability of funds, program modifications, or any other grounds determined by the Department to be in Department’s best interests.

The issuance of this RFP in no way constitutes a commitment by the Department to award a contract.

1.03     Eligibility Requirements

Applicants must meet each of the following eligibility requirements for consideration.

Eligible Applicants 

Governmental, nonprofit and for profit organizations are eligible to submit an application in accordance with this RFP.  

Electronic Communication Requirements

Applicant is required to maintain and provide to the Department, upon application, a current and valid email account for electronic communications with the Department. 

Official email communication from the Department regarding this application will be issued from 

iowa.grants@webgrantsmail.com.  Applicants are required to assure these communications are received and responded to accordingly. 

1.04    Service Delivery Area 

The service delivery is the State of Iowa.

1.05 Available Funds

The source of funding is state funds.

Applicants may receive up to $90,000 for the full eight month contract period. The Department anticipates up to $90,000 available for one award. Actual total awards and individual contract funding levels may vary from that listed or funding may be withdrawn completely, depending on availability of funding or any other grounds determined by the Department to be in the Department’s best interests

09/05/2019 Has the IDPH already identified a list of key stakeholders to serve on the strategic planning committee, including key contacts at other state agencies or is the contractor being asked to develop this list? IDPH has not formally identified the list of key stakeholders to serve on the strategic planning committee. The contractor will work in collaboration with IDPH to identify key contacts.
09/05/2019 How broad is “healthcare” defined? Is the scope inclusive of medical, dental, behavioral health, hospital, specialty care, etc. workforce issues? “Healthcare” is defined broadly and is inclusive of medical, dental, behavioral health, hospital, and specialty care, etc.
09/05/2019 Other than what is available in the plans that are referenced, what current data will the IDPH make available to the contractor to guide the process either from the IDPH (or other state agencies) or from the state’s academic institutions? Refer to RFP Section 7- Links. This Section provides links to reports that includes relevant data to this RFP. Additional data may potentially be made available from sources such as the PRIMECARRE program, IDPH’s Bureau of Professional Licensure or through IDPH partners who may have relevant data sets. Contractor would be responsible for contacting IDPH partners for access to the relevant data set.
09/05/2019 Our vision for such a complex and important strategic planning process would be to have at least 2-3 facilitated, face-to-face discussions with key stakeholder strategic planning group. We feel to develop a thoughtful strategic plan, the six regional and 10 panel meetings need to occur prior to the facilitated strategic planning process in order to obtain input that informs the design of the strategic planning process. Is the IDPH open to reconsidering the deliverables within the first year of this award to allow the data analyses and local sessions to occur during SFY20 and the strategic planning to begin in SFY20, but be finalized during SFY21? The funding source for RFP 58820008 is state funding. The State’s Fiscal Year (SFY) starts on July 1st and ends the following June 30th. Since the funding for state funded contracts must be expended by June 30th, the contractor must complete all deliverables and expend all funds by June 30, 2020
