Overview and Background

The Iowa College Student Aid Commission (Iowa College Aid) is a state agency with a Governor-appointed Board of Commissioners, and is the only agency in Iowa that works with all sectors of higher education. Our mission is to advocate for and support Iowa students as they explore, finance and complete educational opportunities beyond high school to increase family and community success. We view college access and success as among the most effective and sustainable tools for the State of Iowa in encouraging economic growth and fighting poverty.

 The LCAN Grant Series is administered by the Community Engagement Division of Iowa College Aid.  LCANs are born out of Iowa College Aid’s identification of a need to build the capacity of college attainment partnerships at the local level. Iowa College Aid identified this need while implementing Iowa’s statewide career and college information system. Iowa College Aid facilitates local capacity-building through the creation of cross-sector, CEO – level leadership teams and networks dedicated to increasing college access in communities across Iowa.  Iowa College Aid does this through the LCAN Grant Series, which provides funding for staff, training and other expenses associated with creating an LCAN. As the LCAN progresses, the scope of funding centers around the removal of specific college access barriers identified by the LCAN as existing within their community.   Increased college attainment rates will be achieved through the removal of these barriers at the local level across Iowa.       In addition to funding, Iowa College Aid provides consultation, training and technical assistance at each phase of LCAN development.

 Iowa College Aid is a partner in the Governor’s Future Ready Iowa initiative.  We support the Governor’s goal of increasing the amount of Iowans who have education beyond high school to 70% by the year 2025 - LCANs directly contribute to the accomplishment of this goal.

Iowa College Aid believes:

  • Everyone needs education beyond high school in order to be competitive in today’s job market and sustain one’s self and/or one’s family.
  • “College” encompasses everything from traditional four-year and graduate degrees to associate’s degrees and credentials like specialized certificates.
  • Iowa will not meet its skilled worker demands without engaging populations such as adults, low-income and underrepresented students to enroll and complete degrees and credentials.
  • Increased college attainment levels are highly correlated with an increase in positive community indicators such as:

-        Increased income

-        Employment

-        Home ownership

-        Voting

-        Volunteerism

-        Reading levels for children
