Excerpts from the RFP:

1.01 Purpose

The purpose of this Request for Proposal (RFP) #58820001 is to solicit applications that will enable the Iowa Department of Public Health (hereafter referred to as Department) to select the most qualified sponsor(s) to establish or expand medical residency training programs. The Medical Residency Training State Matching Grants Program is established to provide greater access to health care by increasing the number of practicing physicians in Iowa through the expansion of residency positions in Iowa. The Department shall provide funding to sponsors of accredited graduate medical education residency programs for the establishment or expansion of medical residency training programs that will increase the number of residents trained. Priority will be given to applications that establish Emergency Medicine or Obstetrics/Gynecology (OB/GYN) residency programs. This program is based on Iowa Code 135.176.

1.02 Project Period and Contract Term

The project period shall be from September 1, 2019 through August 31, 2023.

The Department expects initial contract period to be a 12-month term from September 1, 2019 to August 31, 2020. The Department shall have the option to renew the contract at its sole discretion for up to three additional one (1) year terms subject to review of the continuation application, sponsor performance, and compliance with the terms and conditions of the contract, availability of funds, program modifications, and/or any other grounds determined by the Department to be in Department’s best interests.

The issuance of this RFP in no way constitutes a commitment by the Department to award a contract.

1.03 Eligibility Requirements

Sponsors of accredited graduate medical education residency programs are eligible to submit an application in accordance with this RFP. Sponsors must meet each of the following eligibility requirements for consideration:

  • Sponsors must be able to provide new residency programs or expand on current residency programs.

  • Sponsors must be a hospital, school, or consortium located in Iowa that sponsors and maintains primary organizational and financial responsibility for an Iowa graduate medical education residency program accredited by the Accreditation Council for Graduate Medical Education (ACGME) or by the American Osteopathic Association (AOA) and is accountable to the accrediting body.

  • If two or more hospitals or schools propose to operate a joint residency program, and if the legal structure for the joint programs has been finalized at the time of application submission, the hospitals or schools shall submit one application with the joint legal entity consortium applying as the sponsor.

  • If two or more hospitals or schools propose to operate a joint residency program, and if the legal structure for the joint program has not been finalized at the time of application submission, the hospitals or schools shall submit separate applications and shall each apply as a sponsor. However, if each of the hospitals or schools are awarded funding, the total amount awarded to the sponsors shall not exceed the maximum award amounts listed in Iowa Code section 135.176(2) for a single sponsor entity.

Electronic Communication Requirements

  • The sponsor is required to maintain and provide to the Department, upon application, a current and valid email account for electronic communications with the Department.

  • Official email communication from the Department regarding this application will be issued from iowa.grants@webgrantsmail.com. Sponsors are required to assure these communications are received and responded to accordingly.

1.04 Service Delivery Area

For the purposes of this RFP, the service area is the state of Iowa.

1.05 Available Funds

The source of funding is state funds appropriated to the healthcare workforce shortage fund or the medical residency training account created in Iowa Code section 135.175.

The Department has approximately three million dollars ($3,000,000) available for the initial contract period. The Department anticipates distributing approximately four awards. Sponsors applying for Emergency Medicine or OB/GYN areas will be prioritized for awards. Sponsors must match funds awarded as follows:

  • For a sponsor proposing the establishment of a new or alternative campus-accredited program (paragraph a under Section 2.02) awarded funds must be matched $1:$1. The sponsor must provide $1 of funding for every $1 of state matching grant funds awarded. No more than 50% of the total award funds will be distributed each year.

  • For a sponsor proposing the provision of a new residency position (paragraph b under Section 2.02) OR the funding of residency positions which are in excess of the federal residency cap (paragraph c under Section 2.02), awarded funds must be matched $1:$4. The sponsor must provide $1 of funding, for every $4 of state matching grant funds awarded. No more than 25% of the total award funds will be distributed each year.

Actual total awards and individual contract funding levels may vary from that listed or funding may be withdrawn completely, depending on the availability of funding or any other grounds determined by the Department to be in the Department’s best interests.

05/22/2019 Please confirm the application due date. In the RFP it lists two dates, June 24th (page 6) and June 17th (page 8). The application due date in Section 1.06 Schedule of Important Dates (pg. 6) is correct (June 24th), Amendment #1 has been posted correcting these dates on page 8 in the RFP.
05/22/2019 Is an organization able to submit more than one application, if the applications are for two separate residency programs? A sponsor may only submit one application. Refer to Section 1.14 of the RFP (pg.11).
06/05/2019 Is it allowable to request funding under letter “A” under section 2.02 of the RFP for the “establishment of a new or alternative campus-accredited medical residency training program,” if some work to establish the program has already begun and residents will start the program this summer? Grant funds are being requested to help establish this new program. RFP Section 2.02 Category “A” is for the establishment of a new or alternative campus.
