The Crime Victim Assistance Division (CVAD) of the Iowa Attorney General’s Office, with funding from the Office of Victims of Crime, the Office of Violence Against Women, and the State of Iowa is offering scholarships to increase access to high-quality training and continuing education for victim service agencies and providers in Iowa.  CVAD has scholarships available for the following:  

Travel and Training Scholarships: available to applicants from CVAD-funded programs who wish to attend in-state or out-of-state trainings/conferences and who require financial assistance for registration and/or travel expenses.  Individual applicants could include, but are not limited to:

  • victim services providers;
  • law enforcement;
  • victim witness coordinators;
  • county/prosecuting attorneys;  
  • SANEs.

Hosted Training Scholarships: available to CVAD-funded programs who wish to host trainings within their service area specific to the provision of services for victims of crime.  Scholarships will reimburse actual agency expenses for the speaker/trainer costs including: fees, hotel stay, round trip transportation (including mileage or airfare) and meals.  Scholarships may be used to cover event space costs on a case-by-case basis.   

 Trainings/conferences must be specific to the following crimes: 

  • sexual assault
  • domestic violence
  • stalking
  • teen dating violence
  • child abuse and neglect
  • elder abuse and neglect
  • homicide
  • human trafficking
  • “other” crime types.

To apply you must do the following: 

  1. Complete all required components on including: (1) Cover Sheet- General Information; (2) Minority Impact Statement; (3) CVAD Training Scholarship Application; (4) CVAD Training Scholarship Estimated Expenses.
  2. Provide a copy of the agenda for the training (in-state or out-of-state).  If you are applying to host a training, you must instead provide a copy of the proposed trainer's qualifications, training agenda and price quote.
  3. Review the DAS in State and/or Out of State Guidelines for Travel Reimbursement (see links below).

 Important Information 

* Applicants are highly encouraged to submit applications at least 30 days prior to the first day of the conference and/or proposed training.  Any application submitted less than 30 days prior to the event may be denied due to increased costs. 

* Agencies are limited to $1,500 in travel and training scholarships per grant fiscal year.  Agencies may apply to send multiple individuals or to attend multiple trainings; however, total scholarship funds awarded will not exceed $1,500 per agency. 

* Hosted training scholarships are limited to $2,500. Speaker fees may not exceed the federal consultant rate of $650/day or $81.25/hour.  Agencies who have received travel and training scholarships are not prohibited from applying for a scholarship to host a training.

* Scholarships will cover reimbursement for actual expenses to the employee’s agency in accordance with the State of Iowa reimbursement rules for registration, hotel stay, round trip airfare, mileage to/from the airport, parking and meals.  To find those rules, go the Department of Administrative Services website at  Expenses must be submitted within 30 days of travel.

Agencies applying for scholarships on behalf of multiple individuals should provide the name of all individuals attending the training, as well as the total costs for sending all individuals. 

* Scholarship funds are intended to supplement existing training and travel funds for agencies who have expended or will expend all of their budgeted training and travel funds.  Agencies are discouraged from requesting budget revisions to move money out of existing travel/training funds after receiving scholarship funds. 

* The recipient agrees to submit a Final Report to the CVAD via within 30 days of the training/conference. The Final Report must be received by the CVAD before reimbursement will be issued. 

* Scholarships will be awarded with the following priority consideration:

* Applicants will be notified within ten (10) business days of the results of their application.  Please note applications submitted too close to the conference/training might not be approved due to increased costs.

* If the applicant does not attend the conference after arrangements have been made, CVAD may revoke the scholarship and the applicant's agency may be responsible for all costs.  In the event the applicant(s) is unable to attend the conference, the applicant or agency must inform CVAD as soon as possible.  The program must also make every effort to mitigate losses (i.e. seek refunds, etc.). Supervisor’s signature on the application is an agreement to the terms listed above.  

* Submitting a scholarship application does not guarantee approval.  All applications are subject to review and may be denied at CVAD's discretion.
