The Iowa Governor’s Traffic Safety Bureau has funding available for Iowa law enforcement agencies to participate in Iowa's 2019/2020 special Traffic Enforcement Program (sTEP).  sTEP is an enforcement and education effort to increase safety belt and child restraint use and reduce impaired driving thereby reducing collisions, injuries and fatalities on Iowa’s roadways.

Agencies that apply for funding will commit to participate in five enforcement/education events.  These events or “waves” are scheduled in November 2019, March, May/June, July and August/September, 2020.  In addition to conducting traffic enforcement, agencies must also conduct an observational safety belt survey before and after each wave and inform the local media of the effort.  Our Bureau provides sample media releases and support materials.  A brief report on enforcement contacts, safety belt survey results and media contacts must be completed on-line after each of the five "waves." 

Agencies must also participate in and report a multi-jurisdictional project sometime during the contract year.  This project can be with any other agency and can be any time of the year.  Awarded overtime funds can be used for multi-jurisdictional projects.

Funding, not to exceed $4,200 (unless requesting $100 for GTSB Conference then maximum amount is $4,300), can be utilized for overtime to conduct the enforcement and/or for needed equipment including hand-held radar units (reimbursed at $1,000), moving radar units (reimbursed at $1,500), preliminary breath testers (reimbursed at $450), a lidar unit (laser radar reimbursed at $3,000), an in-car video camera (reimbursed at $4,200), a speed sign (reimbursed at $3,000), the GTSB Conference (reimbursed at $100), as well as partial funding for a speed trailer (reimbursed at $4,200) or a TruCAM lidar (lidar/camera reimbursed at $4,200).  This is strictly a reimbursement program.  Funds must be expended and documented before your agency can be reimbursed.

Please note that funding requests may be reduced depending on the volume of applications.  To be eligible, please complete and submit your agency's application no later than April 30, 2019.  You will be unable to access the application after April 30th.  To ensure your application is submitted on time, please do no wait until April 30th to complete it.

Our Bureau will review applications and then, where possible, approve them for funding.  You will be notified via the e-mail address you apply with whether your application is approved or not.  Upon approval, a contract will be written between the Governor's Traffic Safety Bureau and your agency.  This contract is your agreement to promote the program, conduct the enforcement and surveys, notify the media and provide us with your enforcement and survey data.
