Excerpts from the RFP:

1.01     Purpose

The purpose of this Request for Proposal (RFP) # 58819028 is to solicit applications that will enable the Iowa Department of Public Health (referred to as Department) to select the most qualified applicant to provide comprehensive management and oversight of the State of Iowa’s Small Hospital Improvement Program (SHIP). The selected applicant’s responsibilities will include coordination of group purchases of goods and services that align with the participating hospitals’ designated activities that fall within any or all of the following: 1) enable the purchase of equipment and/or training to help hospitals attain value-based purchasing provision in the Patient Protection and Affordable Care Act (ACA); 2) aid small rural hospitals in joining or becoming accountable care organizations, or create shared savings programs per the ACA; and 3) enable small rural hospitals to purchase health information technology, equipment, and/or training to comply with meaningful use, ICD-10 standards, and payment bundling.

1.02     Project Period and Contract Term 

The project period shall be from June 01, 2019 to May 31, 2025.  

The Department expects the initial contract period to be a one year term from June 01, 2019 to May 31, 2020. The Department shall have the option to renew the contract at its sole discretion for up to five additional one (1) year terms subject to review of the continuation application, contractor performance and compliance with the terms and conditions of the contract, availability of funds, program modifications, or any other grounds determined by the Department to be in Department’s best interests.

The issuance of this RFP in no way constitutes a commitment by the Department to award a contract.

1.03     Eligibility Requirements

Applicants must meet one of the following eligibility requirements for consideration.

Eligible Applicants

Governmental, nonprofit and for profit organizations are eligible to submit an application in accordance with this RFP.  

Electronic Communication Requirements

Applicant is required to maintain and provide to the Department, upon application, a current and valid email account for electronic communications with the Department.

Official email communication from the Department regarding this application will be issued from  Applicants are required to assure these communications are received and responded to accordingly.

1.04    Service Delivery Area

The successful applicant will coordinate this program within the service area comprised of small rural hospitals with 49 beds or less and Critical Access Hospitals in Iowa.  Currently 80 of the 84 eligible small rural hospitals in Iowa participate in the Small Rural Hospital Improvement Program.

1.05    Available Funds

The source of funding is through a federal grant awarded to the Iowa Department of Public Health, Bureau of Oral and Health Delivery Systems from the Federal Office of Rural Health Policy (FORHP), Health Resources and Services Administration (HRSA), Public Health Service, U.S. Department of Health and Human Services, CFDA#93.301, the Small Rural Hospital Improvement Grant Program (SHIP).

Applicants may apply for up to $57,648 for program management and oversight costs. An additional $816,000 will be available for distribution to eligible hospitals for costs related to provision of services and goods as outlined in Section 2.  The Department anticipates these funds to be available for one award for the first 12 month contract period. Actual total awards and individual contract funding levels may vary from that listed or funding may be withdrawn completely, depending on availability of funding or any other grounds determined by the Department to be in the Department’s best interests.

04/08/2019 Is there an FTE minimum for the SHIP program manager? (ex. .5 or .75 FTE) No. Per Section 2.03 the applicant is required to employ a dedicated staff person. The Department did not include any FTE minimum requirements for this individual. The Department will leave this decision up to the applicant to determine any FTE minimum requirements. . The salary and fringe for the dedicated staff person shall not exceed the available funds for program management and oversight costs as described in section 1.05 of the RFP
04/09/2019 Can you confirm that you are seeking a vendor to support activities and objectives related to all three focus areas (VBP, ACO and PB/PPS)? Yes, refer to RFP Sections 2.01 & 2.02. The successful applicant will be expected to provide oversight and management within the three focus areas
04/19/2019 In the Application template Budget Section, it only includes the Program Management section and justification, but no space for the SHIP focus area budget area and justification. When will this be corrected in the system? This was intentional and will not be corrected. IDPH already has the information regarding the budget for Program Focus Areas. The awarded applicant will have access to the Focus Area budget within their fully executed contract. Refer to Sections 1.05 and 2.02 in the RFP.
