Excerpts from the RFP:

1.01     Purpose

The purpose of this Request for Proposal (RFP) # 58819023 is to solicit applications that will enable the Iowa Department of Public Health (referred to as Department) to select the most qualified applicant to provide education exclusively on sexual risk avoidance that teaches participants to voluntarily refrain from sexual activity.

The Department is actively working to strengthen our capacity to address health inequities in Iowa. Health equity is defined as the attainment of the highest possible level of health for all people by achieving the environmental, social, economic and other conditions in which all people have the opportunity to attain their highest possible level of health. This program promotes health equity by implementing programming using a positive youth development (PYD) approach. PYD can be beneficial for all youth, it can be particularly effective when working with vulnerable and underserved youth. There is evidence that a focus on PYD, including social skills, may foster resilience and improve well-being among youth who may have been maltreated. Focus on developing one’s identity, discovering strengths, and goal setting has been demonstrated to be effective for youth who are part of racial/ethnic minority groups.

1.02     Project Period and Contract Term

 

 The project period shall be from August 1, 2019 to July 31, 2023.

 The Department expects the initial contract period to be a one year term from August 1, 2019 to July 31, 2020. The Department shall have the option to renew the contract at its sole discretion for up to three additional one (1) year terms subject to review of the continuation application, Contractor performance and compliance with the terms and conditions of the contract, availability of funds, program modifications, or any other grounds determined by the Department to be in Department’s best interests.

 

The issuance of this RFP in no way constitutes a commitment by the Department to award a contract.

 

1.03     Eligibility Requirements

 Applicants must meet each of the following eligibility requirements for consideration.

 

Eligible Applicants

Private, governmental and non-profit organizations or agencies that are able to deliver service to the county(s) as defined in 1.04 Service Delivery Area are eligible to submit an application in accordance with this RFP.


Electronic Communication Requirements

Applicant is required to maintain and provide to the Department, upon application, a current and valid email account for electronic communications with the Department.

 

Official email communication from the Department regarding this application will be issued from

iowa.grants@webgrantsmail.com. Applicants are required to assure these communications are received and responded to accordingly.

 

1.04    Service Delivery Area

 The 16 counties listed in the table below have been identified as counties eligible to receive Sexual Risk Avoidance Education (SRAE) services as outlined in this RFP.

 Each county identified is considered a Service County; a minimum number of 30 participants must be served per county (refer to Section 2). An applicant can apply to deliver SRAE services in up to two of the identified Service Counties listed in the table.

The counties were selected based on the following criteria.

1.Counties that were identified as highest risk following a prioritization process, including the following measures, 2013-2017:  

Birth rate per 1,000 live births ages 15-19

Gonorrhea rate per 10,000 population ages 15-19

Chlamydia rate per 10,000 population ages 15-19

Percent below poverty level population ages 12-17

Counties where a high number of Hispanic youth ages 15-19 reside

Counties where a high number of African American youth ages 15-19 reside

2.Counties currently receiving SRAE services

 SRAE Priority Counties identified through the prioritization process will receive preferential scoring. Refer to Section 4.02 Scoring of Applications.

 
1.05 Available Funds

 The source of funding is 100% federal dollars through the Administration for Families and Children (ACF), Administration on Children, Youth and Families’ (ACYF), and Family and Youth Services Bureau (FYSB). The State SRAE Program is authorized and funded by Section 510 of the Social Security Act (42 U.S.C. § 710), as amended by section 50502 of the Bipartisan Budget Act of 2018 (Pub. L. No. 115-123), and as further amended by section 701 of Division S of the Consolidated Appropriations Act, 2018 (Pub. L. No. 115-141).

Applicants will request funds for the one-year contract period as described in Section 2.04.

The Department anticipates up to $199,400 available for approximately 4-5 awards. Actual total awards and individual contract funding levels may vary from that listed or funding may be withdrawn completely, depending on availability of funding or any other grounds determined by the Department to be in the Department’s best interests.
