The Hazardous Materials Transportation Safety and Security Reauthorization Act of 2005 authorizes the U.S. DOT to provide assistance to public sector employees through training and planning grants to States, Terrorities and Native American tribes for emergency responses. The purpose of this grant program is to increase State, Terroritial, Tribal, and local effectiveness in safely and efficiently handling hazardous materials accidents and incidents, enhance implementation of the Emergency Planning and Community Right-to-Know Act of 1986 (EPCRA), and encourages a comprehensive approach to emergency training and planning by incorporating the unique challenges of responses to transportation situations.
As of December 1, 2015 the federal appropriations for FFY 2017 HMEP has not been made nor has a Federal Funding Opportunity Announcement been issued. HSEMD is moving forward with the application phase in order to meet U.S. DOT - PHMSA's requirement to submit specific project work plans in the federal application even though allocation and guidance are not released.
