REQUEST FOR GRANT APPLICATIONS (RFA)

2014-2015 AMERICORPS STATE- IOWA

The Iowa Commission on Volunteer Service (ICVS) is pleased to announce the availability of federal funding in the form of AmeriCorps State grants.  The following entities are encouraged to apply: non-profit organizations, state agencies and local governments, elementary and secondary schools, Indian tribes, colleges and universities, community and faith-based organizations, labor organizations, partnerships and consortia, or intermediary organizations representing a combination of these or similar groups, working together.  This RFA is for organizations that propose to work in Iowa only.

Applicants must apply through the Iowa Commission on Volunteer Service, using this RFA (full RFA is posted in Attachments section below) in conjunction with the Corporation for National and Community Service (CNCS)  FY 2014 Draft Announcement of Federal Funding Opportunity (“NOFO,” Appendix 1) and the CNCS FY 2014 Draft AmeriCorps State and National Competitive New and Continuation Application Instructions (“Application Instructions,” Appendix 2).

APPLICATION FORMAT:  Applications must be submitted to the Iowa Commission on Volunteer Service via the on-line eGrants AND IowaGrants application systems.  All proposals that do not meet the established deadlines or application requirements will be declined through the on-line system and may not be considered.

EGRANTS:  This web-based system is used by the Corporation for National and Community Service for the submission and tracking of grant applications.  All applicants must create an eGrants account.  For more information and to create an account please visit http://www.nationalservice.gov/build-your-capacity/grants/egrants.

IOWAGRANTS: This web-based system is used by the Iowa Commission on Volunteer Service for the submission and review of grant applications and for the management of awarded AmeriCorps grants.  All applicants must create an IowaGrants account and select the “AmeriCorps” program area.  More information about registering with IowaGrants is available at https://www.iowagrants.gov.

 

NOTICE OF INTENT:  All interested Iowa applicants are strongly encouraged to submit electronic notice of intent to apply at http://www.surveymonkey.com/s/14-15Notice by 11:59 PM on October 15, 2013.  Notice of intent to apply will be accepted through 11:59 PM on October 29, 2013 from National Direct applicants with Iowa positions who are interested in submitting a formula application for the Iowa-only portion of their grant (most National Direct applicants are not required to submit a pre-application to ICVS, only a final application).  All National Direct applicants seeking formula funding through ICVS are strongly encouraged to review the specific instructions in Section 8 and to consult with ICVS in advance of submitting an application in order to ensure that they are eligible to apply through this RFA.

Only those organizations that submit a notice of intent to apply will be added to the mailing list to receive updates and guidance related to the RFA, FAQs, and other application materials.

Please be aware that we intend to record the webinars and make the recordings available publicly following the live sessions.

INTENT AND PURPOSE OF THIS REQUEST FOR GRANT APPLICATIONS (RFA) is to announce the availability of grant funding to plan for and establish AmeriCorps State programs in Iowa.  AmeriCorps State and National grants provide funding to help organizations manage an AmeriCorps program, which involves recruiting, training, and supporting AmeriCorps members who serve on a full-time or part-time basis to help the organization address a community need.  Grants are awarded on a competitive basis to projects that support organizational capacity-building, education, healthy futures, environmental stewardship, veterans and military families, economic opportunities, public safety, disaster preparedness/response, and other identified community issues in Iowa.  Successful programs utilize service as a strategy to meet community needs, while supporting the development and growth of the AmeriCorps members serving with the organization.

This RFA modifies the CNCS Notice of Funding Opportunity (NOFO), Appendix 1, and CNCS AmeriCorps State and National Application Instructions, Appendix 2, to address specific needs and concerns in the State of Iowa and Iowa applicants must respond to this RFA in conjunction with the NOFO and Instructions disseminated by the Corporation for National and Community Service (Appendices 1 and 2).  Applications will be received only from organizations seeking funding to operate a program wholly within the state of Iowa (multi-state applicants apply directly to the Corporation for National and Community Service).  Multi-state AmeriCorps National Direct applicants who intend to place members in Iowa must consult with the ICVS regarding these intended placements using Appendix 7 Iowa’s National Direct Consultation Form.
